Why do Holland get cheated in World Cup finals by diving and corrupt refs?

I'm not Dutch but i feel a bit sorry for them, they are being made a "scapegoat" by FIFA and their referees in every major final. they should have at least 2 World Cups by now if it wasn't for the conning referees and they only tend to play dirty when the other teams start diving and refs supposedly don't see calls.
